On the other hand, changes driven by information technologies are not always positive. Instead, information technology changes the world and raise new problems people have to deal with. Therefore, information technology has a dubious effect because it brings numerous benefits but also raises new problems to address.

Information technology closed gaps between people and allowed people to communicate with each other regardless of the physical distance between them (Rasmussen, 1999). Information technology made information available to people in large amount and people have got wider opportunities to learn information in the matter of minutes or hours, while they had to spend days and weeks to find, gather, and learn the same information before (Viardot, 2001). Information technology boosted the development of new businesses, created new jobs and accelerated economic development of countries and the world.
On the other hand, information technology has brought problems which make its benefits questionable. The major problem is the threat to privacy of people (Tanenbaum, 2003). Today, private information of people is under a threat and people may not even be aware that their personal data are used by the third parties without their consent (Behzad, 2003). The emergence of cyber crimes is another issue. Online predators and bullying with the use of information technology also become quite common.
Thus, information technology has brought both benefits and problems but the positive impact of information technology still outweighs its drawbacks which could be eliminated through the further progress of technology and legislative changes.
